EXPLANATORY REMARKS.

The Office Contingencies are increased by $200 to meet the charges on Gov- ernment Notices, and the two Junior Interpreters being now entitled to the full Salary of £500 per annum, there is, in consequence, an additional charge upon the Estimate of $960.

On the application of Mr. SMITH, an additional Messenger is provided for.

Provision is made, to the extent of $3,648, for the Salary and Allowances of an Assistant Surveyor General, and the Estimate also provides $216 for Chair Allowances to the Head Gardener, and $146 for mounting Plans, &c., &c. Owing, however, to the abolition of the appointment of Overseer at the Pok-fo-lum Reservoir, the foregoing charges for the same department will! be lightened by a saving of $2,400.

The Allowance made in 1871 for Gratuities to Masters, for expenditure at Ports, and for Insurance at Yokohama, having proved insufficient, increased

pro- vision is necessitated under these heads. The Salaries of the Postmasters at Shanghai and Canton have also been increased respectively by £100 and £40. 360.00 By recent arrangements, the Extra Chinese Clerk draws but half of the Salary

previously allotted to such appointment.

2,400.00 The sale of the Steamer Victoria causes the decrease in the expenditure for

1872.

372.00 The provision for Stamps has been reduced in consequence of the large stock

on hand.
